Four Minnesota utilities’ distribution plans come before regulators this week, a marker for grid and substation work. The Public Utilities Commission is set to take up integrated distribution plans from Xcel Energy, Minnesota Power, Dakota Electric, and Otter Tail Power at its July 30 agenda meeting, under dockets 25-139 through 25-142. An integrated distribution plan lays out how a utility intends to invest in and modernize its distribution system over a multi-year horizon, covering hosting capacity for distributed energy, grid-modernization spending, and reliability upgrades. Those plans shape the pipeline of substation, feeder, and interconnection work that flows to consulting firms, so firms with electrical, civil, and utility practices should watch how the commission handles the four filings.

ENG MnDOT is closing in on a preferred design for Highway 10 through St. Cloud and will show three interchange options next month. The department is finishing a preliminary engineering study of Highway 10 from St. Cloud into Haven Township, the follow-on to a 2023 corridor study that flagged the need for an interchange at the northern end plus safety and access-management fixes to the south. The Minnesota Legislature directed the work. Two intersections are at the center of it: a four-way signal at 15th Avenue Southeast, where the crash rate runs above the statewide average, and an uncontrolled three-way at 12th Street Southeast, also County Road 7. Peak summer weekends push more than 40,000 vehicles a day onto a corridor built decades ago for far lighter traffic. MnDOT will present three interchange designs at open houses on Thursday, August 13, at St. Cloud Public Works and Haven Town Hall, then move to finalize a preferred alternative this summer. District 3 planner Tom Cruickshank told the St. Cloud council that project development typically runs three to five years, with design and construction after that, so any build is years out. The design consultant has not been publicly named.
