The public comment window on the ISA 345-kilovolt transmission line closes today. Minnesota Power and American Transmission Company are proposing the 67.5-mile line from the Iron Range Substation near Grand Rapids to the St. Louis County Substation near Hermantown, and the Public Utilities Commission has issued a draft route permit while taking initial comments on the certificate of need (Dockets 25-111 and 25-112) through July 13. Staff will prepare an environmental report over the coming months, with hearings expected in September and a final decision on need and route in late fall or winter. The ISA line is one segment of the roughly $4.3 billion of MISO Tranche 2.1 work headed for Minnesota, so the routing, environmental, and design work now moving through the docket is the leading edge of a multi-year pipeline for firms in the energy and environmental space.

ENG The Blue Line Extension’s price rose to nearly $3.6 billion. A budget revision added $336 million to the estimated cost of the 13-mile light rail extension from Minneapolis to Brooklyn Park, and the increase has reopened debate over whether the project proceeds as planned. For the region’s largest active transit design and construction program, the questions that follow a jump like this are familiar: scope adjustments, schedule pressure, and funding partners revisiting their shares. Firms with work on the corridor, or hoping for it, should watch the Met Council’s response closely.

BIZ Minnesota’s small business certifications now run through one online portal. The state’s new Small Business Certification Portal consolidates three programs behind a single login: Minnesota Unified Certification Program DBE and airport concessions certification required for FHWA, FAA, and FTA funded contracts, the Office of State Procurement’s targeted group, economically disadvantaged, and veteran-owned certifications, and the CERT program’s MBE, WBE, and SBE designations. Firms apply and manage company profiles online. If your firm holds or pursues DBE status, or teams with certified firms on federal-aid work, the application path has changed; point your certification contact at the new portal.
FUNDING The 3M PFAS settlement moved $20 million into east metro projects. The DNR and MPCA, acting as co-trustees of the 2018 settlement, announced awards to 26 projects in the east metro and downstream reaches of the Mississippi and St. Croix on July 1. This round funds habitat restoration, fishing, and outdoor recreation under Priority 2 of the settlement; the far larger Priority 1 program, roughly $800 million for east metro drinking water, continues on its own track. Firms in water, natural resources, and parks work should watch the funded project list, since 26 awards means a wave of scoping and design engagements across the region.

BIZ Design planning cooled in June as the data center wave paused. The Dodge Momentum Index slipped 1.9 percent for the month while sitting 21.8 percent above June 2025. Commercial planning fell 6.8 percent on a data center pullback, and institutional planning, led by healthcare and education, rose 10.9 percent. The index tracks projects entering the planning stage, so it front-runs design workload by a year or more. The useful read for firms: office, warehouse, retail, and institutional pipelines all improved even with data centers pausing, and Dodge characterizes the pullback as moderation from extraordinary levels rather than a turn.

POLICY EPA proposed hard limits on environmental reviews. On June 24 the agency proposed capping environmental impact statements at 150 pages, or 300 for complex actions, and requiring completion within two years, against current averages of 661 pages and four years. The proposal also narrows analysis to reasonably foreseeable effects and simplifies categorical exclusions, the latest step in the federal NEPA overhaul since CEQ rescinded its government-wide regulations in January. For firms delivering federally funded projects, mandated page and schedule limits would change scoping, staffing, and schedule risk on every NEPA assignment, with the operative details arriving in agency-specific procedures over the coming year.

WORKFORCE Remote work has stopped declining, and Minnesota leads the region in hybrid. A Minneapolis Fed analysis of new census data finds about 22 percent of U.S. workers worked from home at least part of the week in 2025, down less than a point from 2024, with average remote hours easing from 27 to 26 per week. Minnesota has the highest hybrid share among Ninth District states. Sharp drops were concentrated in public administration and IT, driven by federal and big tech return-to-office mandates, while professional services held steady. For firm leaders, the practical read: hybrid is the settled norm in this labor market, and flexibility remains part of the compensation conversation whether or not the office is full on Fridays.
POLICY Comment on the draft impaired waters list closes July 22. MPCA’s 2026 draft adds 46 water bodies and removes 45, the most removals in a two-year cycle since the program began in 1992. Listings matter to firms because they trigger TMDL studies and restoration plans that flow into discharge permits, stormwater requirements, and municipal capital programs in the affected watersheds, many of them in central and west-central Minnesota. Clients with facilities or projects near newly listed waters have nine days left to weigh in through the MPCA portal.
Certificate of need. The Public Utilities Commission finding that a proposed transmission line or large energy facility is actually required before it can be built. It runs on a separate track from the route permit, which decides where the line goes. A project needs both, which is why the ISA line carries two dockets, and why the need question can reshape or stall a project even after a route looks settled.
