Description
This presentation will discuss the experience of highway P3 concession projects that have been implemented in the U.S. since 1992, including two types of P3 projects: real toll concessions and availability payment concessions. It will cover financing strategies and procurement structures, benefits and challenges in P3 procurement, and issues that may arise and how they may be addressed.
Public-Private Partnership (P3s) concessions are an integrated service delivery approach where a public transportation agency enters a contractual agreement with a private sector entity to deliver a service and/or facility for a specific period. Under the P3 approach, the private sector entity is singly responsible for the design, construction, finance, operations, maintenance, operation and renewal (if needed) of facilities for a specified concession period. P3 procurements encourage private sector partners to innovate and generate value through integrated delivery, effective risk management, and application of whole-life cost perspectives.
Presenter: Patrick DeCorla-Souza is the Public-Private Partnerships Program Manager at the USDOT's Build America Bureau and FHWA's Center for Innovative Finance Support. Prior to joining USDOT, Patrick developed multimodal urban transportation plans, first as a consultant in Florida and later at a metropolitan planning organization (MPO) in Ohio. Over his 30-year career at the US Department of Transportation, Patrick has led research and training activities in transportation policy, planning, operations and innovative finance, including public-private partnerships (P3s). He currently oversees research and provides training and technical assistance on P3s. His contributions have earned him awards from several professional organizations including the Institute of Transportation Engineers (ITE), the Transportation Research Board (TRB) and the Transportation Research Forum (TRF).
